In terms of technology and equipment, the "conditions" make it clear that the main processes of iron and steel enterprises must be equipped with energy-saving and emission-reducing equipment, among which the blast furnace should be equipped with pulverized coal injection and residual pressure power generation equipment, and the blast furnace and converter should be equipped with gas recovery equipment. The coke oven should be equipped with dust removal, desulphurization, sewage biochemical treatment, gas recovery and utilization (not allowed to disperse) and CDQ installation. The sintering machine should be equipped with flue gas waste heat recovery and desulfurization equipment. Before the revision, the Ministry of Industry and Information Technology did not impose mandatory requirements on energy-saving and emission-reduction equipment.
The "Conditions" also emphasizes that the emission of tons of steel smoke (powder) dust for iron and steel enterprises shall not exceed 1.19 kg, and the emission of sulfur dioxide per tonne of steel shall not exceed 1.63 kg. The total amount of pollutants emitted by the company does not exceed the total amount of control indicators approved by the environmental protection department. Enterprises with single pollutant emission reduction tasks must implement emission reduction measures to meet the emission reduction index requirements.
The "conditions" make it clear that the Ministry of Industry and Information Technology regularly accepts applications for iron and steel enterprises meeting regulatory requirements, and at the same time announces the list of companies that meet the regulatory requirements as a basis for policy support.
