Six high-energy-consuming industries such as petrochemicals, petrochemicals, and chemical industries rebounded sharply, which greatly increased the work pressure in the last three quarters. The "Eleventh Five-Year Plan" energy-saving and emission reduction target is a legally-binding target adopted by the National People's Congress. The State Council's Document No. 12 requires that provincial governments should report the 2010 energy-saving emission reduction targets and implementation plans for the region to the State Council by the end of May. Second, clarify responsibilities and strengthen accountability. The relevant departments will announce the list of enterprises that have eliminated backward production capacity by the end of May, and complete the elimination task by the third quarter. For areas that have not eliminated the outdated production capacity on time, the “regional limited approval” has been implemented. For enterprises that have not completed the elimination of outdated production capacity on schedule, the emission permits and production permits will be revoked in accordance with the law. The relevant departments shall, according to law, stop the power supply and water supply that is behind the production capacity. Before the end of June, the National Development and Reform Commission will issue management measures for energy conservation assessment and review of fixed assets investment projects, which will be able to be evaluated as pre-conditions for project approval, approval, and filing.
Fourth, formulate and promptly start early warning programs. All regions must, in accordance with the requirements of the notice of the State Council, formulate an early-warning and control plan before the end of June to clarify what kind of measures should be taken under what form. V. Implement electricity price policies that are conducive to energy conservation and emission reduction. First, we must resolutely cancel tariffs for high-energy-consuming enterprises. High-energy-consuming enterprises such as ferro-alloys, chlor-alkali, and calcium carbide are a little lower than 10% of the large industrial electricity price, and are temporarily adjusted to a level 10% lower than the large industrial electricity price. Second, we must resolutely put an end to the preferential electricity prices introduced by various localities. All localities must conduct self-examination and self-correction of the implementation of the national electricity price policy, and implement electricity price concessions for high-energy-consuming enterprises (including polysilicon), or increase the relative high consumption of non-approved power companies and power generation companies, direct transactions, bilateral transactions, etc. If enterprises can implement preferential tariffs, they must immediately stop their implementation. Third, we must implement the differential electricity price. From June 1st onwards, we will increase the differential tariff increase standard for eight industries including electrolytic aluminum, ferroalloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus, and zinc smelting, and raise the standard for markup companies from 0.05 yuan per degree to 0.10 yuan per degree. Sixth, accelerating the construction of key projects for energy saving and emission reduction. This year, the state will allocate 83.3 billion yuan to support the construction of key energy-saving and emission-reduction projects. Local governments must also increase funding support.
