However, indiscriminate exploitation of rare earths must also adopt some means that are contrary to the market economy. Isn't this left to others?

The state has introduced many policies, such as total management and index management, giving you production targets, export targets, and so on. However, at present, these measures have had little success. For example, the National Mine Development and Reform Commission issued a target of 7,000 tons of ion mining to Jiangxi in the previous year. In-depth understanding of the actual mining volume far exceeds this number. Especially in the case of soaring prices this year at the beginning of last year, indiscriminate exploitation was particularly serious. The impact of this is that the first is the promotion and application of the market for many years, and there is a danger that all previous efforts will be abandoned. Second, indiscriminate mining and destroying the environment will cause water and soil loss.

It cannot be considered from the perspective of making money from resources. It is too small and too close. While rare earths have to make money, they still have to really develop the rare earth market. For example, we haven’t used it yet. We are very good at using aerospace. Now we have a lot of resources. But the market hasn’t really developed and the price has gone up. How do you make people use it? We should think more about how to make the rare earth truly use its best, to play its greatest benefits, and to manufacture the highest-end products, rather than using the immediate interests to measure. We want rare earths to contribute to our children and grandchildren and to China and the world. This is my goal.

At the same time, the properties of rare earth permanent magnets, hydrogen storage, and luminous materials are also advanced. However, as the world's richest reserves of rare earths, China has not fully played its role in the economic benefits of rare earth resources and industries, serious waste of resources and environmental damage, insufficient investment in basic scientific research of rare earths, and lack of research on rare earth technologies and industrial development strategies.
