Pro, please look at the car recall! Event Review: Toyota Motor has just recovered from the shadow of global recall. Recently, in China, because of quality problems, it has been named by the General Administration of Quality Supervision, Inspection and Quarantine, Toyota Camry, Reiz, and Prado. Many accidents such as breaking and detachment of axles, breakage of front brake discs, and failure of brakes, followed the recall and Toyota once again fell into the broken axle gate.

The recall of the car, I believe we have already seen it. This originated foreign product of the 1960s in the United States, in the year of 2010 alone, had been “practiced” 123 times in the Chinese market, with an average of more than twice per week. Since 2011, there have been 11 car recalls in the Chinese market. In fact, the recall of cars has long been a new issue in the United States, Europe, Japan, and South Korea. Among them, the United States has the longest history of recalls and related management procedures are the most stringent. The United States began recalling defective cars as early as 1966 (the competent authority is the National Highway Traffic Safety Administration (NHTSA) of the United States, see the “National Traffic and Motor Vehicle Safety Law” of the United States and Article 49 of the United States Code. Chapter 301), so far the United States has recalled a total of more than 200 million vehicles, more than 24 million tires. The models involved include cars, trucks, buses, and motorcycles. Nearly all automobile manufacturers worldwide have experienced recalls in the United States. In these recall cases, most were voluntarily recalled by manufacturers, but some were also recalled by NHTSA because of NHTSA's influence or NHTSA's forced enforcement by the court. U.S. law requires that if a car manufacturer finds a safety defect, it must notify NHTSA and the owner, seller, and agent before proceeding with free repair. NHTSA is responsible for supervising the manufacturer's repair measures and recall process to ensure that the restored vehicle can meet the statutory requirements.

Since the implementation of the Act in 1966, the United States has so far cumulatively recalled more than 200 million vehicles. Nearly all automobile manufacturers worldwide have experienced recall cases in the United States, most of which were voluntarily recalled by manufacturers. In the United States, an average of 10 or more recalls occur every week. It is precisely because of the strict car recall system that the quality and safety of American cars have been continuously improved. The corresponding position of entry is that the media and consumers in the United States are more rational and mature in their attitude towards car recalls.

However, in China, consumer awareness of car recalls is still in its infancy. Inevitably, there are many misunderstandings about car recalls. For example, the recall that was originally a good thing for consumers was because many of the car companies shunned their hats because they were detained with “bad quality” hats. Although they were voluntarily recalled, they were still afraid of seeing the light. The recall of cars means that the products are of poor quality. This is a popular misunderstanding among Chinese automobile consumers.

The automobile is an extremely complex product, involving tens of thousands of parts. These parts are produced by hundreds or thousands of accessories. The environment for the use of automobiles varies widely, even though major auto manufacturers all have very strict quality control systems. A lot of manpower and financial resources, but in the design and manufacturing process, it is inevitable that some problems that hinder security. In other words, there is no perfect car, and you can't find all the faults through testing. As Boeing famously said, "Many times, we can only improve aircraft by finding faults through air crashes."

In this sense, as long as product defects are found to be promptly recalled, it is not only the manufacturer’s responsibility for the product and its responsibility for consumption, but also the embodiment of the manufacturer’s reputation and strength, and through the analysis of numerous recall records abroad, we can It was found that almost every car manufacturer will release some recall announcements every year. There are no shortage of internationally renowned brands. These brands are still loved by many consumers. Some people doubt the quality of their products.

When it comes to recalling cars, the first thing that comes to mind is Toyota. After the recall of Toyota Motor, some people began to doubt the correctness of the lean production model. In fact, the scientific nature of Toyota's lean production method is indisputable. It is the most advanced production method in the world today. Its purpose is to help companies through continuous improvement, completely eliminate all waste in the enterprise, keep improving, and continuously improve quality. , continue to reduce costs and continuously improve efficiency. What caused Toyota to recall the door? The answer is that Toyota's rapid expansion strategy has resulted in the loss of product quality! In order to realize this strategy, Toyota blindly pursues speed and continuously shortens product development time. At the same time, the same component suppliers are used on different grades of vehicles to ensure cost reduction. As a result, Toyota gradually abandoned the world's well-known lean production model and became a cost-oriented, quality-based production method, which ultimately led to its large-scale recall and impacted the brand.

In spite of this, from a global point of view, Toyota, which has been repeatedly hit by the recall incident, has not fallen into disfavor, and the silent Toyota is now "more and more brave." Although it was known that the U.S. Congress had vilified itself and the Chinese auto market had misread it, Toyota still looked at it ten years later. Toyota Motor President Toyoda Toyoda announced on March 9th the company's plans for the next decade: In emerging markets such as China, both Guangzhou Auto and Toyota Motor Co., Ltd. will become the future Toyota’s right hand in China.

It seems that the recall itself is not terrible. However, there are some unreasonable strange situations in the field of automobile recall in China.

First, the recall rate of Chinese cars is much lower than that of developed countries. Under the unique market environment in China, there are few auto companies that dare to recall and dare to retire. There are not a few car companies with “micro recalls” and even “zero recalls”. In 2010, China's auto sales reached 18.06 million vehicles, but only 123 recalls totaled 1.17 million vehicles. The ratio of recalls to sales in the current year was 6.5%. In the same year, the United States sold 11.59 million vehicles, but recalled 648 times. The recall amounted to 20.2759 million units. The recall ratio was 175% of the sales volume of that year, and the recall ratio was 27 times that of China. From the above data, we can draw two inferences: First, “Made in China” is no longer the endorsement of inferior products; Second, the U.S. market has a large number of GMs, and the quality of Chrysler and other brands is far inferior to some domestic ones. Indigenous brands, in summary, the quality of China's domestic brands has surpassed the United States to make it one of the best in the world. However, is the fact that it is? Obviously, most consumers have a heart on this issue.

Second, in China, the proportion of cars imported from the original imported vehicles is much larger than that from domestic joint ventures. Take GM as an example. Last year, China surpassed the United States for the first time to become GM’s largest market in the world. However, in 2010, GM recalled only 36,609 vehicles in China. Even more alarming is that all of these vehicles were recalled. It is the original imported model, the domestic joint venture production of General Motors, one did not recall. In 2010, GM recalled about 4 million cars in the United States! The contrast between China and the United States is too great.

Third, in China, the more quality cars are recalled. According to JDPower Asia-Pacific, an authoritative testing agency for automotive quality, the China New Car Quality Research Report released in recent years, Japanese automakers Toyota, Honda, and Nissan made up the majority of models in the quality survey.

Through the above points, I believe that it is not difficult to find that the car that has never been recalled is the most terrible. Xiali, like Jetta and Santana, is a national car that sells more than 2 million vehicles, but it has not seen a recall so far. Buick Excelle, as the Shanghai GM's leading product, Excelle has long occupied the throne of the sales volume of the Chinese automotive market, has sold more than 1.3 million vehicles, but accumulated only recalled twice in 8 years, a total of 10268 vehicles, 8 years cumulative recall rate is not To 1%.

The low cost of violating the regulations in the Chinese market provides the soil for car companies to ignore consumer life safety. In the United States, fines for manufacturers that do not impose mandatory recalls on automobiles are as high as $15 million. Manufacturers may be sentenced to 15 years’ imprisonment for concealing serious quality defects and truth. In Japan, deliberately concealing the recall of a car is also a felonious crime. In January 2008, four senior executives from Japan’s Mitsubishi Motors Corp.’s former president Hirohiko Keihiko were sentenced by the Yokohama District Court for concealing defective products.

More than seven years have passed since the recall of vehicles in China, there has never been a forced recall. Non-binding regulations are the indulgences of crimes. There is no data tracking and there is no effective punishment for the current recall of Chinese cars. Basically, they can only rely on manufacturers to convince themselves. The reason why the recall of imported cars is particularly large is because the products of the same batch were recalled abroad and had to be recalled in the Chinese market. Under the appeal from all walks of life, AQSIQ finally took action. In July 2010, AQSIQ drafted the "Regulations on the Supervision of Recall of Automobile Products (Draft for Solicitation of Comments)" and publicized it for public opinions. The “Regulatory Regulations” emphasized that the “criminal liability” and “fines” were also increased from the upper limit of the previous maximum punishment of 30,000 yuan to 50% of the value of the products. Imported cars and domestic cars in the broad sense are treated equally by the new regulations. Under heavy responsibilities, the cost of non-recovery by illegal car companies will greatly increase, and anticipation of death will not be expected to become history. However, all parties believe that the new regulations will be introduced at the end of last year, but so far have not seen the movement.

Recall is a responsibility. Law is a kind of restraint. To ridicule and question those car companies who are diligent in recalling is to force responsible companies to withdraw. At the same time, encourage irresponsible companies to continue to bully and make recalls a system in China. ,there's still a long way to go. But the eyes of the people should be bright, consumers, please also face the car recall!
